What Is the NJ Permit Process?
New Jersey uses a Graduated Driver License (GDL) system, meaning new drivers earn privileges in stages. The first stage is obtaining a learner's permit, which allows you to practice driving under supervision.
The process involves verifying your identity, passing a vision screening and a written knowledge test, and — for 16-year-olds — completing a mandatory 6-hour behind-the-wheel training program with a licensed school like Golden Wheel.

How to Get Your NJ Learner's Permit
Follow these six steps to go from zero to permit — and Golden Wheel handles the parts that matter most.
Meet the Age & Residency Requirements
You must be at least 16 years old and a New Jersey resident. You will need proof of identity, NJ residency, and your Social Security Number. Acceptable documents include a birth certificate, passport, and two forms of NJ address verification (utility bill, bank statement, school record).

- Primary ID (birth certificate, US passport, or green card)
- Secondary ID if needed to reach 6 points
- Social Security Card or W-2
- 2 proofs of NJ residency (utility bill, bank statement)
Pass the Vision & Written Knowledge Test
For 16-year-olds, Golden Wheel Driving School provides both the vision screening and the NJ MVC written knowledge test right in our office — you do not need to visit an MVC agency separately. Our staff will administer the test and process your results on-site.
What You Need
- Study NJ Driver Manual (available free at MVC or online)
- Take our free 50-question Practice Test
- Pass vision screening (20/50 or better in each eye)
- Score 80% or higher on the written knowledge test
Complete the 6-Hour Behind-the-Wheel Program
New Jersey law requires all 16-year-old first-time applicants to complete a state-mandated 6-Hour Behind-the-Wheel program with a licensed driving school before receiving a permit. Golden Wheel administers this program in our dual-controlled vehicles with licensed instructors.

- 6-Hour program completion certificate from Golden Wheel
- Insurance discount certificate (included)
- Permit validation signature from instructor
Visit the MVC Agency (for Adults 17+)
If you are 17 or older and your school does not participate in a testing program, you will need to visit a local MVC agency to take the vision and written tests. Bring all your 6-Point ID documents and payment for the permit fee ($10). For 16-year-olds using Golden Wheel's office, this step is handled by us.

- Completed permit application form (DS-1 or online)
- Parental consent signature (required for applicants under 18)
Receive Your Learner's Permit & Start Practice
Once approved, you'll receive your NJ Learner's Permit. New Jersey's Graduated Driver License (GDL) law requires you to complete at least 50 supervised practice hours (including 10 at night) before you can apply for a road test. Your supervising driver must be 21+ and licensed for 3+ years.
What You Need
- 50 supervised driving hours (minimum)
- 10 of those hours must be at night
- Supervising driver must be 21+ and hold a valid license
- GDL Driving Log as proof of practice hours
Pass the NJ Road Test
After holding your permit for at least 6 months and completing 50 practice hours, you can schedule your NJ road test at an MVC Testing Center. Golden Wheel offers Road Test Services including a pre-test refresher lesson and use of our dual-controlled vehicle for the actual test.

New Jersey's Three-Stage Licensing System

Stage 1
Learner's Permit
- Age 16+
- Pass vision + written test
- Complete 6-hour program (age 16)
- Supervised driving only
- Supervisor must be 21+ licensed driver

Stage 2
Probationary License
- Pass NJ road test
- No driving 11:01 PM – 5:00 AM alone
- Max 1 passenger under 21 (non-family)
- No handheld devices
- Must hold for 1 year (under 21)
- No moving violations for 12 months
Stage 3
Full Basic License
- Age 18+ (or 17 after 1 year probationary)
- No violations during probationary stage

- Valid for 4 years

How old do you need to be to get a NJ learner's permit?
You must be at least 16 years old to apply for a New Jersey learner's permit. Applicants under 18 must have a parent or guardian co-sign the application.

How long do I need to hold my permit before taking the road test?
New Jersey requires you to hold your learner's permit for a minimum of 6 months before you can take the road test. You must also complete 50 supervised practice hours, including 10 hours at night.
What is the Graduated Driver License (GDL) law?
NJ's GDL law is a three-stage licensing system: Learner's Permit, Probationary License, and Full License. Each stage has requirements and restrictions designed to gradually increase driving privileges as new drivers gain experience.
Do I need 50 practice hours if I'm over 18?
The 50-hour practice requirement applies to drivers who received their permit before age 21. If you are 21 or older when you get your permit, the 50-hour requirement does not apply, though practice is always strongly recommended.
What are the restrictions on a NJ probationary license?
With a probationary license, you cannot drive between 11:01 PM and 5:00 AM unless accompanied by a licensed adult 21+. You also may not carry more than one passenger under 21 (other than immediate family) for the first year.
