    Special Learner Permit (Age 16)

    This is the most common permit for high school students. It must be purchased by a licensed driving instructor. The student cannot go to the MVC to get this themselves. It requires enrollment in a mandatory 6-hour behind-the-wheel training course.

    Examination Permit (Age 17-20)

    For individuals who wait until they are at least 17 to start driving. While the 6-hour driving school course is not legally required for this permit, professional teen driving lessons are highly recommended to pass the road test.

    Examination Permit (Age 21+)

    For adult beginners. The process is slightly accelerated. They must practice supervised driving for 3 months (instead of 6 months) before taking the road test. Adult driving lessons are strongly advised.

    5. What Documents Do You Need?

    The New Jersey MVC is notoriously strict about documentation. If you are missing one document, or if a name is misspelled, they will reject the application. To obtain a Special Learner Permit, you must provide your driving school with:

    Original Birth CertificateMust be an original with a raised seal, or a valid US Passport. No photocopies.
    Social Security CardA clear photocopy or the original card.
    Knowledge Test ProofThe blue card from high school driver's ed, or MVC test receipt.

    6. NJ Knowledge Test Guide

    Before getting behind the wheel, every driver must prove they understand the rules of the road. The NJ written knowledge test consists of 50 multiple-choice questions based on the New Jersey Driver Manual.

    • Passing Score: You must answer at least 40 questions correctly (80%).

    9. What Parents Need To Know

    As a parent, your role doesn't end when the driving school finishes their 6 hours. In fact, it's just beginning. You are responsible for supervising your teen's practice driving for the next 6 months.

    Crucial Warning

    NEVER let your 16-year-old drive before their permit is officially validated by the driving school. Driving with an unvalidated permit is illegal and can result in severe fines, insurance spikes, and a delay in getting their license.

    10. Permit Restrictions in New Jersey

    New Jersey has some of the strictest GDL laws in the country to protect young drivers. While driving with a Special Learner Permit, the following restrictions apply:

    • No Driving Late at Night: Driving is prohibited between 11:01 PM and 5:00 AM.
    • Supervision Required: You must be accompanied in the front seat by an adult supervising driver who is at least 21 years old and has possessed a valid NJ license for a minimum of 3 years.
    • Passenger Limits: Passengers are limited to any parent, guardian, or dependent of the permit holder, plus ONE additional passenger.
